The story is that Wright and Gilmour hashed out scores of instrumental tracks from which they picked promising tunes for their first Waters-less album. The song's widespread influence inspired Cincinnati's rock radio station WEBN to pay homage to it with the station's early slogan "WEBN, The Lunatic Fringe" introduced in 1984. But it displays none of the lucidity of the first parts of Shine On, and really just sounds like the band tuning up. Its about a male French college student who goes to Paris on an adventure. It is about the effects of the Falklands War, seen through the prism of the Second World War, which of course hurt the country deeply, and included the tragic death of Waterss father.
